2. Mission and objectives
The program aim is to improve the Philippines' youth employment and migration policies and the implementation of these policies through the full participation of all stakeholders and to increase the access of poor young women and men to decent work. The program will target disadvantaged youth in poor provinces with low school cohort survival rates and high rural to urban migration outflows.

to and retention in basic education; and
4. Explore means for remittances
to be used to develop employment alternatives for youth.
3. Areas of work relating to youth employment
Labour policy fomulation, social dialogue, enterprise development, employment services and gender sensitive programming.
4. Partners and areas of partnership
MDG Achievement Fund, UN country team agencies IOM, UNICEF, and UNFPA. This Joint Programme is with the support from the Government of Spain and DOLE as the lead implementing government partner.
5. Potential or existing partnership with the ILO
ILO provides support to the Department of Labour and Employment as it carries out the role of the lead implementing agency.
6. Successful youth employment interventions
1. Policy deliberation and guidance: multi-stakeholder consultation support towards National Action Agenda policy formulation, specific to Youth, Employment and Migration; technical and capacity building assistance for the National Reintegration Center for OFWs; and techincal asssistance towards linking remittance and youth, employment and migration initiatives.
2. Technical cooperation and capactiy building: establish and strengthen public-private partnerships; labour market responsive vocational and entrepreneurial skills training for out-of-school youth; mainstreaming of gender sensitive entrepreneurship education in secondary schools; institutionalization of gender-sensitive career guidance, referral and tracking services in employment services; and the promotion of inclusive approaches to basic education to retain disadvantaged youth.
