Managed by the Ministry of Labour & Industrial Relations, the purpose of the (IFS) is to provide technical, skills based and project management training to rural based Papua New Guineans. This is with the view of empowering key individuals who can have a positive developmental impact on their wider rural communities. The IFS seeks to increase participation in the economy by promoting entrepreneurship at the rural level.

6.     Successful youth employment interventions

IFS provides scholarships for vocational training and also provides seed funding for rural projects. Since its inception, the IFS has given over 2,100 rural Papua New Guineans the opportunity to get skills training and structural & technical support to start and improve their rural projects. In 2010, six hundred (600) more rural Papua New Guineans will be given the same opportunity.
