The ministry is working to handle diverse labour related issues which involve health and safety issues related to the workplace as well as issues related to the creation of employment opportunities, both locally and abroad, to properly address the increasing unemployment rate in Kiribati. The ministry manages the 3 major technical institutions: Marine Training Centre (MTC), Kiribati Institute of Technology (KIT) and Fisheries Training Centre (FTC), which provides skills training to youths in Kiribati.

With the growing young population, the scarce job opportunities locally and the increasing number of school leavers each year searching for a paid job, Government, as the major employer, is responsible for putting in place an innovative plan for the creation of employment opportunities which will contribute to the development and improvement of an efficient and competitive workforce, the main driver for a vibrant and sustainable economy.

The Ministry represent Government at the International Labour Organisation (ILO) and as a Member State, Kiribati is obliged to comply with the requirements of the ILO Constitution and the related conventions which Kiribati had ratified. The tripartite system which ILO operates on is also the guiding principle of the Ministry’s operations where Government, the Employers and the Employees play a major role in shaping the workforce and hence shaping the economy. The involvement of the three parties had contributed and continued to contribute to a healthy, safe and secure working environment for a productive workforce
6. Successful youth employment interventions
The Marine Training Centre, which is under the ambit of the Ministry of Labour and Human Resource Development (MLHRD), provides training to I-Kiribati young boys and girls to become qualified seafarers
Kiribati Institute of Technology: The institute formerly known as Tarawa Technical institute was established in 1970 with three departments only. Since then more departments have been established and recently there are 10 departments altogether. There are more departments like plumbing to be established to meet the needs. Current departments deliver a wide range of programs and develop new ones which are tailor-made to suit the need of our customers. Arrangements with some overseas institutes are the ongoing efforts not only to get world wide accredited but also for the students to further their studies abroad. The Kiribati Institute of Technology is now the premier provider of technical and vocational education and training in Kiribati.
Fisheries Training Centre: The establishment is actively concentrating on enhancing I-Kiribati young men’s fishing knowledge and skills to enable them to access employment oppourtunities abroad on foreign fishing boats and most importatnly to work safely and in harmony onboard a multi-cultural fishing vessel. The Centre has been in full operation for more than two decades and more than a thousand young I-Kiribati men has successfully gone through the extensive trainings offered at the Centre. Trainings offered are all related to day to day lives aboard an active fishing vessel apart from modern fishing methods widely used.
