Underutilisation of young people on the labour market can trigger a vicious circle of intergenerational poverty and social exclusion. Youth unemployment often results in social conflicts, violence and juvenile delinquency. An integrated strategy for growth and job creation needs to cover both labour demand and supply, combined with well-targeted and structured interventions.'
