In the short-term, the key policy is support for youth most at risk of losing contact with the labour market, through income support to sustain the job search. Subsidised apprenticeships are promising. Crises may also represent an opportunity to address strutural issues affecting the school-to-work transition, such as diverse and relevant educational opportunities, alternative paths for school drop-outs, smoothing the transition from entry-level (often temporary) jobs to more stable jobs with good career prospects.
